(1) David is well ahead of all active faculty and current administrators in understanding President Rowe's plans for transforming the university;
(2) David is capable of developing initiatives outside the ambit of presidential authority for faculty and administrators to advance President Rowe's reform plans; no active faculty or administrators have this capability.
