TWO PROPOSED RULES

I propose that faculty and administrators at W&M 
accept the two rules in this section. The first is 
accepted at almost all universities; at W&M,
by contrast, it has always been rejected.
The second is necessary to give the president
and the Board a fair chance to succeed.
It is a unique rule that corresponds to the
president's unique plans for reform.
