HOW TO REPORT YOUR CONCERN

These individuals are relay points only. They receive reports of concern but do not read them or consider their contents. They are not involved in the description or analysis and of the contents of the reports. They simply pass the reports they receive on to the Intake Group, who do an initial analysis before passing them on to the Data Analytics group.

The email addresses of these three collection contacts--Allen, Duchin, Morgan--are to be used only for reporting concerns. The contacts will not respond to questions or requests. They will not be acknowledging that they are playing any role at all in this process. At a later point, network advocates, planners, and representatives, who names will be known only to those who have reported concerns, will be responding to inquiries privately.

For reasons of safety, no individual participating in the process, from those submitting reports, to those assisting these individuals, to those carrying out the analysis of data to those who take action based on that analysis, will ever be publicly identified.

HOW TO REPORT A CONCERN

If you would like to report a concern, follow these steps:

1. Identify a parent of a current or former William and Mary student who you trust to represent you in this process.

2. Identify an alumnus or alumna of the college who you trust to represent you in this process. 

3. Give your report of concern to both the parent and the alum (see “checklist” below for prompts, but this is your story--tell it as you see fit). 

4. The parent will take the role of your “active” advocate. The alumnus or alumna will play the role of the “observing” advocate. Ask the parent to send your report of concern to all three of the individuals identified as the external contacts for this process (see above). Ask the parent to put in the subject line only these terms:

    Report of Concern reference number abc123@#

Where "abc123@3" is an eight-character reference number you are free to make up. Please make sure it starts with either a letter or a number; otherwise, any combination of letters, numbers, and characters will do. 

5. The alumni participant will be copied in this communication. In steps 5-8, parents and alumni should use their real names and genuine email addresses. They should provide no other contact information, such as phone numbers or USPS addresses, unless they feel it would be helpful. Their identities will not be known to anyone but the intake staff. 

6. The report of concern should not mention the name of the student on behalf of whom the report is being submitted and should omit, insofar as possible, any of that student's personally identifying information.

7. The active parent and observing alumnus or alumna who made the submission will get a private acknowledgement from a member of the Parents-Alumni Network sometime in the first half of 2023.

This process is entirely decentralized. Out of the group of participating parents and alumni, a leadership team will be identified, along with an attorney to advise them. One of the main aims of this process is to keep the process inside the College and to maintain confidentiality that protects not only the alleged victims but also the reputations of the William & Mary administrators who are alleged to have taken wrongful and/or illegal action against them.

Any student or former student who submits a report of concern thus is asked to agree
not to disclose or discuss publicly the nature of the concern submitted or the process to which it leads, and also not to initiate, join, encourage or aid any legal action against the College with respect to the matters contained in these or similar reports. The College will be asked to reciprocate by signing a statement making clear that its involuntary leave policy is in line with federal law.

Reported concerns and all submitted information will be held in the strictest confidence.

At present, this is a reporting system only, for the purposes of gathering and analyzing data. Reports will be recorded, assessed, and catalogued but no action will be taken on behalf of the reporting students. 


CHECKLIST

Items/issues to consider mentioning in your report:

____    Terms of return to the school and/or process for determining return were/are unstated or unclear
 
____   A charge (an accusation against which one can, in principle, defend oneself) was stated
____   I was told what the facts of my case were and denied any chance to challenge them, even though some or many could easily be proven false
____   I was denied an opportunity to defend myself against the claims and accusations that justified the university’s actions leading to my removal
____   My right to free speech was abridged; I could not speak freely without consequence
 
___   I had a meaningful chance to speak in my own defense as part of a formal hearing
___   There was no hearing, but there was a point in the process during which I was given a meaningful chance to speak in my own defense
___   I had no right to speak in my own defense or challenge any part of the process that removed me from campus
 
___   A hearing, debate, or discussion, in which I had an opportunity to defend myself, was followed by my removal from campus
___   I was removed from campus without a hearing of any type
___   I was informed I was in a certain kind of situation and given the following instructions: accept action A, as we state here, or face the consequences B that follow if you do not accept action A


These are prompts only. What is important is that you report your concern as you feel it should be reported and known to people who are concerned for your welfare.
